         (c)  The board may not impose disciplinary sanctions on a                                                              
     licensee for filling or attempting to fill a lawful prescription for                                                       
     any use. A licensee that is subject to disciplinary sanctions or                                                           
     harassment by the board based on filling or attempting to fill a                                                           
     lawful prescription for any use may bring a civil action to recover
